Connecticut Governor M. Jodi Rell dedicated her state's first biodiesel plant on Wednesday, two days after announcing her proposals to relieve consumers' high energy costs. The nationwide heat wave caused an increase in energy demand in Connecticut (and many other places, including record-breaking demand in California). Rell said she wanted create subsidies for farmers who grow ethanol crops, offer a financing package to get more ethanol plants in operation and change all sorts of gasoline taxes
