Fetuses don't count as passengers in the carpool lane

I have the utmost respect for pregnant women, so I normally don't complain when they get special treatment such as designated parking spots, etc. But this one is just too much.
Candice Dickinson was fined $367 for improper use of the carpool lane. Incredibly, she brought her case to court, stating her unborn child counted as a passenger.

A municipal judge rejected the case, stating that the point of the carpool lane is to fill an empty seat.
