I've always thought that California has the worst drivers - plenty of trips through Los Angeles during rush hour led to that belief - but statistically speaking, in 2012 (and 2011) Lousiana actually ranked at the top for having the worst drivers, according to a study by Car Insurance Comparison. California is a bit lower down the list, at number 19.
