According to KTRK, witnesses spotted a man driving a red riding mower in the High Occupancy Vehicle lane on Interstate 45 near Houston on February 5. When the Houston Police Department responded, they found Keith Anderson puttering along in the HOV lane with a five-year-old boy sitting in his lap and tied to him with a pet leash. HPD immediately stopped Anderson and arrested him. Video footage from the HPD cruisers' dash cams and from his booking photo suggest that Anderson was incapacitated in some way as he had to be carried to the cruiser and an officer had to support his head with both hands and point it at the camera for his mugshot.
KTRK spoke to a woman at Anderson's home who identified herself as the boy's mother. She told reporters that she was not at home with the incident occurred, but refused to comment further. Isaac Jefferson, who lives across the street from Anderson, expressed disbelief that Anderson had behaved in such an irresponsible manner. Anderson was charged with felony child endangerment, and his bail was set at $10,000.
