LATCH child seats create safety concern

A California child has found a side effect with the new LATCH (Lower Anchors and Tethers for Children) system when she was nearly strangled by one of the car's unoccupied seat belts. Since the LATCH system does not use the vehicle's lap-shoulder belts they are left hanging free. Safety experts are recommending that parents lock the seat belts behind car seats when using LATCH to deter children from playing with loose belts.
