The Alaskan Way Viaduct (AWV) is an elevated roadway running along the Elliot Bay Waterway in Seattle. An earthquake in 2001 damaged the viaduct, and the structural degradation has only gotten worse over the years. To forestall the possibility of having the conduit collapse in another natural disaster, the city and Port of Seattle, King County, and the state government agreed earlier this year to dig a deep-bore tunnel to go under the waterway and eventually shut down the viaduct.<br />
<br />
According to the <em>Seattle Times</em>, the tunnel is a contentious issue, with residents fervently pro and against. Two years ago, though, the state commissioned a video to show what would happen to the AWV if another serious earthquake hit. The six-minute CGI video that resulted could be a clip right out of the disaster movie <em>2012</em>, and because of its sensationalism, it was never shown. Seattle resident Elizabeth Campbell doesn't want the tunnel and recently requested to have the video released. After saying that Campbell wouldn't get it for eight months, the city put the video on a local news show - and Campbell still hasn't received her copy.<br />
<br />
Naturally, there's some political intrigue to accompany everything. The problem is that there's a mayoral race happening right now, with the current mayor siding for the tunnel and his opponent is against it. It has therefore been suggested that the video has been released in order to help that current mayor's campaign - you would <em>not</em> want to be anywhere near the AWV and phrases like "liquefied soil" if the video is anywhere close to reality. Whether it will affect votes remains to be seen. Two men in King County, Washington allegedly tied a live bull to a Buick's door frame and were spotted dragging it down the road to another pasture. The bull, apparently dead set against heading to said pasture, was on its belly, legs splayed out, leaving a trail of blood behind it.<br /><br />The two men, Terrance Neff (no relation) and Jonas Arnbrister, told police the bull "is stubborn" and dragging it around is what they always do. Why? Because "You have to be like that with cows." After having pulled it a half a mile they also said that the bull wasn't hurt.<br /><br />The men are currently in the King County jail awaiting court appearances on charges of animal cruelty. The bull was given pain medication and given to animal authorities for better keeping. The fine was $206. Lynch decided to let his anger flow by placing $206 in a plastic bag, peeing in the bag and sending it in. Upon receiving Lynch's little care package, the courthouse staff gave it to a police officer and declined to accept the pungent payment to clear the ticket. <br /><br />Turns out Lynch didn't break any laws - it's not necessarily illegal to mail bodily fluids. The pee-and-pennies were sent back to Lynch - COD, in fact - with a note that said they couldn't be taken because "the pile of coins emitted a strong, pungent odor of stale urine." Lynch responded by sending a check made out to another agency, which was returned, then he sent a check for the wrong amount. Now he's on the hook for $271 because his payment is late. Now the state is on the opposing side of Seattle's efforts not to let harmful chemicals wash into the freshwater streams feeding into Puget Sound.<br /><br />Seattle is not using salt to clear the roads because it doesn't want the salt flowing into waterways. As well, the city's snow plows have rubber-edge blades that can clear snow, but can't get the ice off the road. Seattle's DOT cheif says the city is trying to "create a hard-packed surface" of snow. It will then lay sand down over the hardpack in order to offer enough traction to cars, and employ a soy-based de-icer only good for temps below 32 degrees.<br /><br />The hitch: only 4-wheel-drive and front-wheel-drive cars with chains have any traction. That means that even the police can't drive on many roads. If the police make a call to a location on a hill, they park at the bottom and walk up the hill. As well, the police are having to respond to literally <a href="http://blog.seattlepi.nwsource.com/seattle911/archives/157687.asp">hundreds of collisions and disabled vehicles</a>.<br /><br />The state DOT has taken a much different tack: it is using sand, salt, metal-edged plows, and chemical de-icer in its battle with the elements. <br />While it won't get him there as quickly (or as luxuriously) as a Gulfstream corporate jet, GM CEO Rick Wagoner will drive to Washington this week in a <a href="http://www.autobloggreen.com/2007/10/26/the-2008-chevy-malibu-hybrid/">Chevrolet Malibu hybrid</a> to ask for taxpayer-funded bridge loans. Last month, Wagoner, Ford CEO Alan Mulally and Chrysler LLC CEO Robert Nardelli, all received some serious flak from both lawmakers and the public when they <a href="http://www.autoblog.com/2008/11/19/motown-ceos-fly-private-jets-to-capitol-hill-beg-fest/">arrived in Washington via three separate private jets</a> while begging for $25 billion in federal money. All are expected to take alternate forms of transportation this time around, with <a href="http://www.autoblog.com/2008/12/02/mulally-chooses-escape-hybrid-for-d-c-road-trip/">Mulally already announcing plans to drive a Ford Escape Hybrid</a>. Simple math says Wagoner's Malibu hybrid should only burn about 15 gallons of fuel during the 520-mile trek from Detroit to Capitol Hill, costing the automaker about $30 in gasoline (compare that to the estimated $10,000 cost of the jet one-way). It should be quite the road-trip.

<br />Ford CEO Alan Mulally has made the politically correct decision for his return trip to Washington DC this week and is skipping the company jet. In fact, he's skipping the airport altogether and hitting the road in an Escape Hybrid. It seems like it would have been better to grab one of the brand new Fusion Hybrids, but no one in Washington should be too upset at the choice of the Escape. Not happening. Interestingly, it wasn't for lack of support. In fact, it was just the opposite. So many people had voiced their support and announced their intentions to join in that the event's organizers just weren't able to keep up. Talk about a logistical nightmare. <br /><br />Organizers have not given up on the idea completely, launching a new website called <a href="http://theengineofdemocracy.com/">TheEngineofDemocracy.com</a> that's supposed to drum up support for Detroit and fuel efficient cars in general. Along with an outpouring of support via the interwebs, a list of 51 people from various suppliers, dealership workers and Union officials will accompany the CEOs of General Motors, Ford and Chrysler to Washington - one from each state plus one from the capital itself - to prove that the loss of the American auto industry would affect everyone. <p>If residents in several cities in Clark County, Washington want to get their cars clean, they could soon be forced to do it at retail car washes. According to an employee at the Washington state Department of Ecology, the state wants "people to make the connection of 'what goes on the street goes into the creek.'" And soapy car wash residue is something they don't want in the creek.</p>
<p>The state wants the cities to come up with a way to keep any water that isn't rain water from getting into the environment without being treated. The cities, about a dozen in all, say that's crazy, and have threatened to sue the state for trying to enact measures that exceed federal Clean Water Act. </p>
<p>The state suggests that if people still want to clean their cars, that they don't use soap with phosphorus, and wash their cars on gravel or grass where the water will be filtered by the soil. That's ironic, because part of the state's measure also requires sprinkler water to be captured and treated. Residents could always try the state's other option: don't use soap at all.</p>

Following Washington State's lead last year, the radio-frequency identification (aka RFID) licenses will be offered at a $30 premium over the standard driver's license. The benefits of the RFID license include their ability to do double-duty as a driver's license and a U.S. passport for those who frequently enter New York from Canada, Mexico or the Caribbean (of course, you will still need a "real" passport to enter the state from other international destinations). Authorities say that only an ID number, no personal info, is stored on the chip. Regardless, as some embedded chips may be read from a distance -- and not necessarily a direct line of site -- authorities in New York will still offer standard licenses for those on the paranoid side... or they can run out and purchase an RFID-blocking wallet. <em>Thanks for the tip, Yash!</em></p>

Washington D.C. or North Carolina are looking far more favorable to VW than its current digs in Auburn Hills, MI. Perhaps VW management thinks it can kick-start some new enthusiasm inside its US operations by heading to a part of the country where it's more appreciated (VW's assorted brands sell best on the coasts) and making space for new blood by leaving behind those unwilling to relocate. Being in a city with a more cosmopolitan perception may help VW entice employees to sign on for US duty, as well as making VW a big fish in its own pond, versus living in the shadow of the domestic brands in Detroit. <br /><br />More justification for the move could be due to the allure of hanging out in D.C. versus Michigan. That's quite a snub to Auburn Hills, but Michigan residents may get the last laugh, D.C. has a larger crime problem than Auburn Hills. Every time an exec gets mugged, an angel in MI will get its wings. Speculation has been spreading through the company faster than food poisoning on a cruise ship, prompting Audi's US head Johan de Nysschen to blip off an email. In his communication to Audi of America's employees, de Nysschen couldn't really offer specifics to calm people down, but he did go on to say that things will be clearer once new CEO Stefan Jacoby lands on September 1 and initiates a restructuring. We attempted to watch the press conference live on Fox News, CNN and CNN Headline News, but each channel only allowed Rick Wagoner, the first of the three CEOs who grabbed the mic, about 30 seconds of uninterrupted air time. After that we got an earful of pointless and shallow commentary from no-name TV face jockeys who merely ran down the meetings itinerary rather than letting the men talk. Ugh. News channels suck.<br /><br />Anyway, the gist of the meeting was that the president listened to the Big Three's concerns with an open ear, but offered no commitments that the government would jump to action on any of their points. The meeting's main talking points included energy security, the competitiveness of U.S. manufacturing, health care costs, the weak value of the yen and the rising cost of raw materials like steel. For all of the hoopla over this meeting finally taking place after two postponements, we're surprised that more didn't come of it. Although, considering how big this president is on the free market economy, the three gentlemen from Detroit should have known right from the start that our Commander in Chief would just order them to build better cars that people want to buy. But after only 18 months on the job, Josh Gottheimer is on his way out the door.</p>
<p>Gottheimer instituted the "180 degrees in 180 days" campaign to rejuvenate Ford, teaming up with his former political associate (and new boss) Mark Penn to pinpoint messages with which American customers would identify; images such as Innovation, Safety and American Heritage. Gottheimer urged Ford to move ahead with hybrid development, and, among other image-building initiatives, was behind the <a href="http://www.autoblog.com/2006/09/07/clinton-receives-first-presidential-hybrid/">presentation of the special Mercury Mariner Hybrid</a> to his former boss, President Clinton.</p>
<p>Gottheimer has been a senior Democratic Party operative for nearly a decade, despite his young age. He was a speechwriter and advisor in the Clinton White House, worked for former NATO Supreme Allied Commander General Wesley Clark (coolest title ever) in his bid for the Democratic presidential nomination, then joined Sen. John Kerry's campaign for the White House (who could evidently still use him), and is tipped to be a key player in Senator Hillary Clinton's campaign if and when she announces her candidacy for president.</p>
<p>With Detroit making news by <a href="http://www.autoblog.com/2006/10/26/guess-whos-coming-to-washington-white-house-to-meet-with-the-b/">asking for funds from the federal government</a>, Gottheimer has a unique vantage point straddling the two spheres: He insists that what American automakers are looking for from Washington is not a bail-out but crucial R&amp;D funds that would help insure that MoTown jobs don't get sent overseas. Detroit can only hope that Gottheimer takes that message with him if and when he finds himself back in the national policymaking ring. As for the rest of us, we can only hope he keeps Hillary from <a href="http://www.autoblog.com/2006/05/24/hillary-clinton-pushes-for-reinstatement-of-national-55-mph-limi/">reducing the speed limits again</a>.</p>

For the record, we're not exactly sure what an "Astrovan" is, but our guess is they were referring to the Safari, GMC's rebadged version the Chevrolet Astro. Regardless, the man's dog riding shotgun was thankfully&nbsp;thrown free of the crash and emerged uninjured. His owner, thought to be an electrician working at the site earlier in the&nbsp;day,&nbsp;however, is&nbsp;seriously injured.</p>
<p>As entertaining as one might think it'd be to drive an ill-suited vehicle around a track, here's yet another reason why racing takes so much training!</p>
