We see all sorts of recall notices here at Autoblog. Most of them affect ordinary passenger vehicles, but nearly all of them get cleared up the first time around. So this is a bit of a first: Ferrari North America and the National Highway Traffic Safety Administration have issued a second recall notice to correct a problem on the F355 that should have been addressed with the initial recall issued 12 years ago.<br />
<br />
The concern apparently centers around the fuel delivery system, which initially prompted a recall back in 1997. The original repair <em>should </em>have corrected the issue, but if the "independent automobile repair facilities" that performed the service on many of the cars didn't properly install the new screw clamps, they could have damaged the fuel hoses, which in turn could cause smoke or even an engine fire. New fuel divider blocks should (hopefully) fix the issue this time around, which affects some 2,356 F355s and F355 F1s manufactured between 1995 and 1999. If we weren't car guys, we could understand the attraction of a bare-bones car with a sticker price coming in at a fraction of a conventional car's. Heck, we <em>still</em> do. But we know as well as you do that in order to get the pricing that low, corners probably have to be cut somewhere. And when you're dealing with a metal cage in which you sit surrounded by glass, propelled by a controlled series of explosions and managed by a complex mess of wires and electronics, you don't want to be cutting corners.<br />
<br />
So we can't say we're entirely surprised with news of early problems with the Tata Nano. The vehicle that's anticipated to mobilize India has been launched in its domestic market prior to being exported overseas, but three customers have already reported small fires spontaneously igniting inside the vehicle, causing the automaker to launch an investigation. <br />
<br />
The problem reportedly stems from faulty wiring in the ignition switch that has, in these three cases reported so far, caused smoke and certain parts around the steering column to melt. Two of the customers have returned their Nanos to their respective dealerships, which have repaired the problem at no charge. One buyer, however, has yet to bring his car in for repairs and has lodged a complaint with law enforcement officials. <br />
<br />
So far, Tata isn't issuing a recall notice, but it is conducting a "pre-delivery audit" of the car's electrical systems for those still in their possession and offering to inspect those units it has already sold.<br />

For the past ten years, Ford has been doing a dance with the National Highway Traffic Safety Administration and consumers over the issue of leaking cruise control switches in certain company vehicles. As of 2008, it had recalled some 9.6 million vehicles to repair a faulty Texas Instruments cruise-control deactivation switch, and now after a NHTSA investigation, the Blue Oval has added 4.5 million more Ford and Mercury vehicles to the recall.<br />

The latest action covers these vehicles: <br />

1995-2002 Ford Explorer<br />
1993-1997, 1999-2003 Ford F-Series Super Duty<br />
1994 Ford F-53 chassis <br />

1995-2002 Mercury Mountaineer<br />

According to NHTSA, the switch can leak and overheat, which can lead to smoking and, in some cases, fire. In fact, <em>The Detroit News</em> notes that the switches have been faulted in more than 550 fires - some of which led to fatalities - many of which have led to lawsuits. A Ford statement declared, "Aside from the Windstar, the additional vehicles addressed in this action have different system parameters and do not pose an unreasonable risk to safety. However, Ford is taking this action on all of these vehicles to address possible ongoing customer lack of confidence in vehicles with the affected switch."<br />
<br />
The recall begins on October 26. Anyone with an affected vehicle can take it to a Ford dealer and have the switch repaired with a fused harness. Apparently, the material they used for their air intake ducts is prematurely aging and shrinking, causing a separation risk in the system. That separation can cause an engine stall, "increasing the risk of a crash." The affected models are the 2003 through 2007 Nissan Muranos.<br /><br />Anyone with one of those models should contact their Nissan service rep to arrange a free inspection and/or repair. Customers can also call Nissan directly at 1-800-647-7261. The parts for the recall should be available in great enough quantity by July 6, when the recall officially begins. The recall of <span style="font-style: italic;">1,243 </span>Camaros is due to the possibility of the positive battery cable rubbing against the starter motor housing. When the insulation is worn through because of that chafing, the system can short out and the car won't start (or continue running if the motor is already going). Dealers will reroute the positive cable to fix. <br /><br />15,393 2009 model-year Traverse crossovers are being recalled for a parking brake cable link that is not to federal specifications. According to the official press release, the parking brake pedal may cause the cable link to snap. Dealers will replace the cable link connector for free.<span style="font-style: italic;"></span> Oddly, the recall does not make mention of GM's other Lambda-based three-row crossovers, which include the Buick Enclave, GMC Acadia, and Saturn Outlook.<br /><br />Finally, 27,189 GM SUVs and pickups are being recalled due to potential faults with their fuel system control modules. The modules might have a seal problem that allows water in, which could then cause a short- or open- circuit, a development that could potentially trigger a host of warning lights or render the vehicle inoperable. Dealers will install a new fuel system control module unit at no cost. We're not entirely clear on why this warrants a full-blown safety recall (perhaps to avoid the possibility of road debris), but in any case, NHTSA reports that ten incidents have been filed and the recall is moving forward. The Ram's windshield wiper motor isn't adequately protected from water, so it could fail completely due to water intrusion. Initial numbers suggest 72,138 Rams are affected. The fix is a stop at the dealership to have some vented wiper motor housings installed.<br /><br />Some 16,852 Dodge Journeys that <span style="font-style: italic;">do not</span> have the optional 115-volt auxiliary power outlet are also being recalled. The unused electrical connector for that optional component could potentially cause a fire. It's the second <a href="http://www.autoblog.com/2008/06/17/2009-dodge-journey-recalled-for-possible-engine-fires/">fire-related recall</a> for the Journey, and akin to the <a href="http://www.autoblog.com/2009/02/14/2009-models-lead-nhtsas-latest-recalls-including-mazda6-town/">unused connector issue</a> that affected the Town &amp; Country and Grand Caravan. <br />Yesterday Ferrari issued a recall for 1,950 of its 2005-2007 F430 Spiders involving the car's automatic convertible top, according to the NHTSA. The problem arose from the hydraulic hoses that operate the top, which could form hairline cracks due to heat from the engine. As a result, the hoses could leak fluid into the engine bay and possibly create smoke or even start a fire. To remedy the situation, Ferrari dealers will install an insulated heat shield that will protect the hoses from heat in the engine bay. Apparently not. The National Highway Traffic Safety Administration (NHTSA) has a website called <a href="http://www.safercar.gov/">SaferCar</a>, where you can sign up to get email alerts about new vehicle recalls as they come in. You simply tell NHTSA all about your car and if a recall notice is issued, they ping your email, cell phone, PDA or RSS reader. At least that's the theory. Consumer advocate groups like the Consumer Federation of America and the Center for Auto Safety are calling the NHTSA program a "sham," and say it is actually counter-productive. So what gives?<br /><br />NHTSA says that as many as 25% of the recall letters sent by manufacturers are ignored by customers and the plan was to help the public respond to recalls more often. The problem is the recall notices being sent through the NHTSA program are keyed to vehicle year and make, not to the individual model or a specific configuration. So owners were getting notices of every 2008 Toyota recall, for example, even if they had an unaffected Toyota model.<br /><br />Consumer groups are upset, claiming that this makes car owners <em>more</em> likely to ignore notices because there are so many coming through that don't pertain to them. While automakers recalled a combined 10.2 million vehicles in 2008, the total number of recall <em>campaigns</em> hit a record number of 642 -- a 9% jump over 2007 - and also included a 233 safety investigations last year, up from only 98 in 2007.<br /><br />David Kelly, acting NHTSA administrator, said his agency is attributing the drop in recalled cars to an early warning system used to alert manufacturers to problems as quickly as possible. Early fixes in a product's production puts fewer flawed cars on the road. <br /><br />Among the top six automakers, Chrysler had the fewest recalled cars in 2008 at 360,000. That's a huge drop from the 2.2 million it recalled in 2007. GM, on the other hand, recalled 1.9 million in 2008, up from 538,000 in 2007. Previous to that, some car companies simply wouldn't recall faulty vehicles due to the lack of regulation. The head of that official body recently announced that in the four years it has been tracking recalls, there have been 1.84 million vehicles that needed a little more work done. <br /><br />If that number is accurate, it's astoundingly low. China is the world's second largest auto market - in 2006, it was reported to have sold 7.22 million vehicles. By contrast, there were something like <a href="http://www.autoblog.com/2007/01/04/by-the-numbers-2006/">15 million car sales</a> in the US that year, and <a href="http://ms.cc.sunysb.edu/~hbenitezsilv/recall.pdf">10.6 million vehicles recalled</a>. We have a feeling that China is still learning the ins-and-outs of this whole recall business. China's most recalled nameplate over the past four years has been Mercedes-Benz, with 19. <p>Up to 34,000 Honda Fits from 2007 and 2008 are being recalled for a faulty sensor that detects child seats or out-of-position passengers. In states that use road salt, the salt-infused water from melting snow on the driver's shoes can leak beneath the carpet and corrode the wires for the Occupant Detection System (ODS). Severing that connection means that the passenger's front and side airbags will go off even if a child is in the front seat. The recall is in effect now for cars sold or registered in these states: Connecticut, Delaware, Illinois, Indiana, Iowa, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia, Wisconsin and the District of Columbia.</p>

Topping this year's list with 5.5 million recalls is Ford Motor Company, due mostly to a <a href="http://www.autoblog.com/2007/10/18/ford-says-parts-for-cruise-control-recall-delayed/">cruise control</a> problem. Volkswagen also saw a rise in recalls, with over 1.5 million notices. That number looks much larger when considering the relatively small U.S. sales numbers for the German automaker.<br /><br />The silver lining in the up-tick in recalls is that most of the vehicles effected were older models, meaning newer vehicles are for now staying somewhat out of the headlines. Ford spokesman Dan Jarvis pointed out to the Detroit News that most of its 3.6 million cruise control switch recalls were for vehicles over 10 years old. The reason for the recall is that low temperatures coupled with dry conditions can create a static discharge in the fuel line, which interrupts fuel delivery. The fix for the problem is both free and easy, as a BMW dealer will install grounding cables to your engine at no charge. It's one thing for a full-line automaker like General Motors or Ford to announce a recall, as those companies produce thousands of vehicles a day. It's quite another for a manufacturer like Bentley, which still primarily builds its entire lineup by hand, to announce a recall. The company from Crewe is reportedly recalling 520 examples of its ultra expensive Arnage that were built over the last 18 months due to incorrect bolts being used to attach the wheels, which could come loose as a result.<br /><br />Bentley has reportedly already contacted owners of the affected vehicles, who no doubt include a number of wealthy and famous people who were bothered to discover their <a href="http://autos.aol.com/bentley-arnage-2007:8928-overview">$221,000 sedan</a> has issues. One of the reasons for paying that much for a car is so you don't have to deal with recalls like the rest of us schlubs. The 2006 Dodge Ram with a total of seven recalls. It was recalled for a bad brake control unit, a defective front suspension, potentially faulty airbags and transfer cases, possibly bad seatbelts, defective rearview mirrors and missing exterior lighting. We're not sure that includes the Ram recall we <a href="http://www.autoblog.com/2007/02/17/chrysler-set-to-recall-some-2006-dodge-rams/">told you about</a> last month. Second place also went to Dodge, with the Durango scoring six recalls. <br /><br />Accompanying the Dodges is another DaimlerChrysler product, a Chevrolet truck, a Hyundai, two Range Rovers and, uh oh, a Honda. That's right. The much-beloved Honda Civic coupe and sedan had four collective recalls of the 2006 model. The Civic had bad airbags, loose gas pedals, back glass that was installed improperly and incorrect NHTSA information in the owner's manual. <br /><br />In case you're curious (and what Autoblog reader isn't?), the 2006 Camry was recalled only once. It's offense? Speaking about the topic to Automotive News, Press said, "It's something you need as a solution to a problem." Hmm... a problem like <a href="http://www.autoblog.com/2007/01/19/553-000-tundra-and-sequoia-models-recalled-for-suspension-fix/">this</a>, <a href="http://www.autoblog.com/2006/04/18/bum-steer-nhtsa-investigating-toyota-tundra-for-bad-ball-joints/">this</a>, or <a href="http://www.autoblog.com/2007/01/17/oil-sludging-atonement-toyota-settles-class-action-suit/">this</a>? AN reports that the company has recalled 3.4 million vehicles since 2005, 2.2 million of which occurred in 2005 alone. <br /><br />It's perfectly valid to wonder if Toyota should increase its warranty coverage and follow the lead of General Motors and Ford, <a href="http://www.autoblog.com/2006/09/06/gm-increases-warranty-to-five-years-100-000-miles/">both</a> of <a href="http://www.autoblog.com/2006/07/13/ford-tacks-on-another-two-years-to-powertrain-warranties/">which</a> have increased their warranty coverage recently. We don't dispute Press's claim that such increases are meant to solve a problem, but in the case of these two domestics, it's not because of increasing recalls and rising warranty claims. Rather, the domestics are seeking a solution to their image problem. GM and Ford have both been dogged with poor reputations for quality despite steadily improving the durability and build quality of their cars. Neither is admitting they have quality problems by increasing their warranties, rather they're both showing customers that they're willing to put up or shut up about their increased quality.
