<a href="http://www.autoblog.com/make/volkswagen/">Volkswagen AG</a> has announced it will be establishing a new manufacturing unit in Osnabrueck, located in VW's home state of Lower Saxony, Germany. Interestingly enough, VW will be purchasing the land, equipment, and machinery formerly owned by Karmann -- the coachbuilder and convertible roof specialists who manufactured the classic Beetle-based Karmann Ghia coupe (Karmann filed for bankruptcy protection in April, and <a href="http://www.autoblog.com/2009/10/26/report-vw-bids-to-save-karmann-but-coachbuilder-holding-out-for/">has been struggling since</a>).<br />
<br />
Production of a new vehicle at the plant is slated to start in 2011. In the meantime, 200 people will be needed to open the plant next year, and VW is estimating more than 1,000 new jobs will be created by 2014. Volkswagen AG has not disclosed which model will be built at the plant, or any financial details. <br />

There's "Buy American!" and then there's "Buy Union!" If you're among the most serious about keeping your red-white-and-blue money in the <strike>U.S. of A</strike> North America and organized labor is close to your ticker, then you'll want to check out this list put together by the United Auto Workers. It lists all of the vehicles made in America and Canada by union labor -- either UAW or CAW. <br />
<br />
Naturally, it's heavy on domestic offerings, but if you're devoted to imports you can still avail yourself of a few Toyotas, Mazdas, Mitsubishis, and a VW Routan, and support "workers who enjoy the benefits and protections of a union contract." Nevertheless, knowing how some feel about unions all we ask is please stay on topic and please be kind to your virtual neighbor. Let the comments begin...<br />

<br />Adding a vote of confidence to Mexico's struggling auto industry, Volkswagen has announced that it will begin assembly of a new compact car (working title "New Compact Sedan") in the country next year. <br /><br />The German automaker will invest about $1 billion in the program, with $400 million of the funds directed towards a new assembly line at its plant in Puebla. The facility currently produces Jetta and New Beetle models - in 2008, a record 450,000 units were produced with about 80 percent of the volume exported.<br /><br />The news follows the report last year, when <a href="http://www.autoblog.com/2008/07/15/volkswagen-announces-plans-for-factory-in-chattanooga-tenn/">Volkswagen announced a $1 billion investment in Chattanooga</a>, Tennessee, to begin production of a mid-size sedan for the North American market. <p>Raze 1,000-acres of farmland to build an automobile factory, and somebody is going to protest. Even in India. The automaker is Tata, and the protesters numbered at least 1,000 strong as they went head-to-head against police in eastern India yesterday at the future manufacturing site of the <a href="http://www.autoblog.com/2008/07/24/tata-nano-may-be-branded-a-fiat-in-overseas-markets/">Tata Nano</a> (rumored to be the world's cheapest car at just $2,380). The protests are rooted deeper than just "open space" issues. In fact, the real tension is between India's ruling party, and the communist-run government in West Bengal where the plant is to be located. The farmers are unwilling to part with their agricultural livelihood, while the government continues to promote industry. After blocking a highway for a few hours, the stick-wielding protesters were dispersed without injuries. Once again, progress wins out over pastures. <br /></p>

Following that announcement, Volkswagen's supervisory board, headed by former VW group CEO Ferdinand Piech, will make its decision by tomorrow. Whether Huntsville, Alabama, or second-choice Chattanooga, Tennessee, gets the nod, the move is key for Volkswagen as they attempt to increase sales in the United States with more targeted, and lower priced, vehicles. In addition to the <a href="http://www.autoblog.com/2008/04/09/in-the-autoblog-garage-volkswagen-jetta-2-5-se/">Volkswagen Jetta</a> (itself being redesigned to better compete with the <a href="http://www.autoblog.com/2008/03/26/in-the-autoblog-garage-2008-honda-civic-si-sedan/">Honda Civic</a>) the new facility will produce an all-new Passat-sized sedan with a base price of about $20,000. Larger, in order to compete with the <a href="http://www.autoblog.com/2006/01/31/2007-toyota-camry-gets-driven/">Toyota Camry</a>, the new sedan would undercut the current Volkswagen Passat's pricing by about $5,000--a significant margin. The plant would open in late 2010 with an annual production capacity of nearly 250,000 vehicles.</p>

The plant, which currently produces four-speed gearboxes for GM, will be phased out at the turn of the decade, with no plans to retool the facility to produce any other components. GM's Canada President, Arturo Elias, made it clear in the announcement that the decision was not a "reflection on our excellent Windsor workforce," but instead is due to a lack of available, "replacement products in the relevant timeframe for this location." Interestingly enough, he gave few other details as he was worried about upsetting the "customer" as they have asked for silence on the project. Not to surprise anyone, but all signs are pointing at Hyundai Motor Company.</p>
<p>The Mayor has good reason to keep his mouth shut. Just two years ago, the South Korean automaker was in talks with local area officials about a similar project. Those plans fell through when early media leaks identified Hyundai as the potential automaker, and they chose West Point, Georgia, instead. <em>(You are probably asking yourself, as we are, why would the Mayor call a news conference about this in the first place...)</em> </p>
<p>Regardless, analysts say the Rio Grande Valley would be a good fit for Hyundai. The location is close to Mexico, so components could be assembled on the other side of the border and shipped to the United States for final assembly. If Hyundai chooses Texas for their new plant it would be their fourth facility in the United States following plants in Alabama, Georgia, and California. That is, if the Mayor can keep a secret. <em>Thanks for the tip iSpec!</em></p>

Now, in advance of a shareholder meeting in Germany, Audi CEO Rupert Stadler is reportedly saying that Audi is considering a U.S. plant, as well. The move on both automakers' parts is an attempt to capitalize on the weak U.S. dollar, the stronger euro and the fact that material costs are on the rise and a U.S. plant could mitigate some of those expenses. <p>As of today, production of the <a href="http://www.autoblog.com/2007/05/17/in-the-autoblog-garage-2007-toyota-tundra-limited/">Tundra</a> full-size pickup is split between Toyota's facility in Princeton, Indiana, and the automaker's brand new San Antonio plant in Texas. According to a <em>Wall Street Journal</em> report, Toyota is considering moving all production of the Tundra to just the Texas plant. Just over two weeks ago, <a href="http://www.autoblog.com/2008/03/14/toyota-slowing-production-of-tundra-sequoia/">Toyota announced it was slowing production on the Tundra</a> (and Sequoia) due to lagging sales. The move to consolidate all Tundra manufacturing in one location may be seen as a sign Toyota only expects to sell 200,000 full-size units or less this year, as that number represents the production capacity of the Texas facility. You may remember that Toyota boldly claimed it would sell 200,000 units of the Tundra in 2007, the newly redesigned truck's first year of sales. It missed that target, but not by much with 196,555 units sold. Toyota hasn't officially commented on the rumor yet, but we'll let you know when it breaks the silence.</p>
<p><strong>UPDATE: </strong><em>Toyota has issued <a href="http://www.pickuptruck.com/html/news/toyota/tundra/production/may-be-leaving-indiana.html">a statement</a> saying it is not moving all Tundra production to San Antonio.</em><br /> </p>

And when they get here in the guise of Alfa Romeo, they will be looking for a factory where the 8C and other cars wearing the cross and serpent can be built. Alfa is looking at two options regarding a U.S.-based factory: buy one of GM, Ford, or Chrysler's closed factories, or expand a Case New Holland factory.<br /><br />Case New Holland, which is actually owned by Alfa, makes agricultural machinery and construction equipment. It already has 11 plants in the U.S., and Alfa could simply expand one of them to make cars. The plant, a location for which will be selected in May, will begin churning out Alfas in 2011 or 2012. At capacity, production is expected to be around 150,000 cars for the North American and European markets. While some kind of plant shutdown is apparently common for most automakers during the summer, this corporate-wide stoppage will also include salaried employees, with the exception of a few teams that will stick around to work on special projects. <p>More news from the advancing front of European carmakers expanding eastwards: PSA, Europe's second largest automaker and the French parent company of Peugeot and Citro&euml;n, is considering opening its new plant in Russia to partnerships with rival carmakers.</p>
<p>The new factory is located in Kaluga, some 180 km outside of the capital, Moscow. Russia is considered one of the fastest-growing markets worldwide, alongside India and China, where Western automakers have also been setting up factories, principally through joint ventures with local manufacturers. PSA's Kaluga plant, scheduled to begin production in 2010, will start out building only Peugeots and Citroens, principally mid-size automobiles which PSA says accounts for 60% of the Russian market for new cars.</p>
<p>If PSA did look to partner with another automaker for production at Kaluga, it could go even father east to Japan's Mitsubishi, which recently obtained financial incentives from the Russian government to assemble cars there and with which the French carmaker already partners on its SUVs.</p>

<p>Alfa Romeo isn't kidding around about its return to the US market: Fiat Group CEO Sergio Marchionne revealed that Alfa is planning to open a factory in the United States.</p>
<p>Citing the drop in the US dollar against the Euro as a principal motivating factor, Marchionne said that manufacturing cars in America was vital to the profitability of Alfa's stateside venture. The Canadian-Italian industrialist anticipated that Alfa would only begin making a profit after three or four years in the US.</p>
<p>This won't be the first time a Fiat division has manufactured in the United States. In 1909 the Italian automaker inaugurated a plant in Poughkeepsie in upstate New York which it closed a decade later.</p>
<p>Meanwhile, <a href="http://www.autonews.com/apps/pbcs.dll/article?AID=/20071210/ANE03/71209058">industry sources</a> indicate that Alfa's main factory at Pomigliano d'Arco in southern Italy will close for two months beginning in January as a last-ditch effort to get Alfa Romeo build quality up to spec or else face complete closure.</p>

Both models have seen a slip in sales over the course of the year (F150s are down 12.4-percent and Explorers sales have slipped by 23.5-percent compared to 2006), with analysts pointing to the slow economy and even slower house sales contributing to the downturn.<br /><br />In a <a href="http://www.detnews.com/apps/pbcs.dll/article?AID=/20071211/UPDATE/712110440/1148/rss25">related article</a> from the <em>Detroit News</em>, FoMoCo exec Mark Fields says that the automaker is expecting a rough 2008 as car sales in the U.S. continue to slow. Fields asked and answered his own question, saying, "Do I think it's going to be Armageddon? No." And continued by saying that Ford will take the coming year on a month-to-month basis in order to "manage the business appropriately." The Altima is Nissan's current sales champ, with diverse trim-level and power unit options, efficiency nuts and performance enthusiasts can both find something to love in the Altima. When it first debuted, we weren't all sure how exactly to pronounce its name - its predecessor was the easily articulated Stanza - but it was a tidy little compact with good manners and tasteful styling. My, how it's grown! The Altima has bulked up in size to Maxima-esque proportions, with edgy, stylish bodywork where there were once "bar of soap" cues, this ain't no mid-'90s compact anymore. The available 3.5-liter V6 has the motive force to outdo many comers, and the coupe version has even more speed baked into the style. On the flip side, the hybrid Altimas sip fuel more gently than the other powertrain options. <br /><br />The Altima is produced in two locations, Smyrna being the first US Altima assembly plant in 1992, with Canton, Mississippi joining up in 2004. Smyrna pops out about 750 new Altimas per day, while Canton does nearly as many, at roughly 600. Altimas for export are also produced in Smyrna before they're shipped north to Canada, south to Mexico, or to Gulf Coast countries. So far this year, the export markets have consumed 20,000 of Smyrna's cars. Just days after closing the deal, taking over Chrysler and bringing Robert Nardelli on board, Cerberus has earmarked $3 billion for new powertrain facilities, indicating some level of its desire to steward the brand back to strength. Work has started on three engine plants that will build a new family of V6 engines incorporating the fuel-saving multi-displacement system. Ground has also been broken on a transmission plant that will build a new dual-clutch unit co-developed with Getrag, as well as an axle plant that allows an efficiency gain due to Mercedes technology. <br /><br />Frank Klegon, executive vice president of product development, cited Cerberus's ability as a private company to quickly put decisions into action. The move speaks to an awareness that product is key to a return to profitability. The new engines and axles will improve performance, but more importantly in light of CAFE requirements, they'll boost efficiency. It would be nice to swap plastic off-gassing for an entirely more pleasant type of new car smell, though. Don't get your hopes up for a Ford you can smoke, however. What's really going on is research into building cars from renewable organic materials that are also more easily recycled than the metal and petrochemical parts from which that cars are currently constructed. <br /><br />The effort has Ford teaming with the UK's Department for Environment, Food and Rural Affairs, and hemp fiber supplier Hemcore. The DEFRA is throwing about &pound;500,000 (roughly $1 million) at the effort, and Ford already has experience using plant matter to build auto bodies. There was a <a href="http://blog.hemmings.com/index.php/2007/01/13/plastic-bodied-1941-ford/">prototype in 1941</a> with a plastic body fashioned from plant material. We wonder what a rush to plant matter body materials will do to the price of crops; much the same way the E85 push has caused the price of corn to increase. This is particularly problematic if the carmaker doesn't have a government willing to make currency adjustments the way Japan regularly does. Thus, Volkswagen has had a troubled manufacturing history with the U.S. for the last three decades. <br /><br />As a response to currency issues, Volkswagen was the first import maker to set up a transplant operation in Pennsylvania in 1978, several years before Honda started building Accords in Ohio. Ten years later the plant closed as demand for the Golf hatchbacks it built dwindled. In recent years, as the U.S. dollar has continued to shrivel compared to the Euro, VW profits have been hit again and so they are taking another look at building in the U.S. CEO Martin Winterkorn told German magazine Focus they are looking at a U.S. manufacturing plant if the dollar remains weak. There <em>was</em> a North American construction arm of the Swedish carmaker, situated in Nova Scotia, but that plant has been shuttered for several years now. Volvo CEO Fredrik Arp has told Automotive News that an American plant would take an unacceptably long time to pay for itself, according to the automaker's studies. A weak dollar doesn't help the economic argument for a plant in the States, either. Volvo can currently handle its goal of 600,000 units worldwide, which they have yet to meet. Current plant capacity is good for 590,000 vehicles, so it goes building any new plants, Volvo would be wise to fully utilize its current capacity. The automaker is looking to markets other than North America to drive growth in the coming years -- China, India and Russia all look to be emerging soon as major Volvo buyers. <br /><br />Arp would not be pressed regarding rumors of Volvo being put up for sale by parent Ford, but he did comment that the historically green-minded automaker has its finger on the pulse of viable alternative powertrains for the US market. Diesels and alternative fuels are big in Europe, but Volvo's not going to just forge ahead in the US with those technologies. Rather, what they intend to do is watch and see what green platform takes off here, and follow on quickly with their own version of whatever that turns out to be. Volvo is too much of a niche player in the US market to risk developing something that may be met with a yawn by the US consumer.
