Bertrand Delano&ecirc;, the socialist mayor of <a href="http://www.autoblog.com/tag/citroen">Paris</a>, has submitted a proposal to the French capital's city council that aims to ban all cars and utility vehicles 17 years of age or older from use inside the A86 motorway. Buses and trucks 18 years old or older would also be prohibited from inside the city proper. The proposed ban is largely aimed at reducing emissions, though it also includes a stipulation barring <a href="http://www.autoblog.com/tag/motorcycle">motorcycles</a> built before 2004. According to <em>The Telegraph</em>, Delano&ecirc; argues that such machines are "the most polluting and noisiest." But opponents of the measure say the proposal would only serve to exclude less wealthy individuals from driving in Paris.<br />
<br />
In response, the socialist party has said it would introduce programs to help individuals update their vehicles through a program to swap old machines for new ones. Unfortunately, that seems unlikely given the strict austerity measures sweeping the European Union.<br />
<br />

Rather than excoriate the revenue enhancement agent for harassing a man of the people, Warren, MI mayor Jim Fouts was worried that the verbal warning he initially received might be viewed as favoritism by some. <br /><br />Amidst chatter of questionable sanity, the mayor rang up the police department later in the day, at which point he reportedly demanded to receive a citation. Police obliged the $100 ticket, which Fouts promptly paid by dispatching a staffer to make the cash drop. <br /><br />The mayor may have rightly assumed that some might view a warning as lopsided justice, but it's not like he was street racing his Dodge Charger. The gesture is clearly garnering good publicity (which cynically, could have been the objective as well). <p>Anyone who's ever driven into or through Manhattan knows what a nightmarish experience it can be, with gridlock congestion and a lack of available parking spaces. Jim Gehr wants to make it even tougher in the hope of drastically reducing traffic altogether by further reducing parking, shutting down the biggest intersection, and increasing green space.</p>
<p>Gehr is the urban planning consultant whose plans have already been famously (or infamously, depending on your perspective) imposed in London, as well as Copenhagen, and he's proposed similar policies for Stockholm, Oslo, Edinburgh, Cape Town, Zurich and Melbourne. His plans for Manhattan would include shutting down Times Square to almost all traffic, while eliminating parking on some avenues in favor of wider sidewalks to accommodate park benches and sidewalk cafes. The result would be a more pedestrian, cyclist and public transit-oriented Manhattan. </p>
<p>While some elements in the city are opposed to the idea, he appears to have the ear of NYC Mayor Michael Bloomberg, the municipal transportation department wants to hire him as a consultant, and several prominent civic and commercial organizations have his support, as well. If Gehr gets his way, Project Gotham Racing might be the closest we'll ever get to driving Manhattan's streets ever again.</p>

Dearborn Mayor Michael Guido passed away at his home after a 9-month battle with cancer. He was 52.</p>
<p>Guido had been mayor of the city that Ford Motor Company calls home for nearly six terms spanning 21 years, making him one of the longest serving mayors in Michigan.</p>
<p>During his tenure, Guido worked closely with Ford on several projects. He was the driving force behind the $43-million dollar Ford Performing Arts and Community Center. This was one of Guido's proudest accomplishments, with its hi-tech gym, several auditoriums and a senior citizens center that's the envy of many other cities.</p>
<p>"He personified honor, humility and caring; traits sorely lacking in today's world. He could win over even the harshest critic with his wonderful sense of humor," said Bill Ford, executive chairman of the Ford Motor Company, "he had a deep love for Dearborn, which was returned by all whom he touched," Ford said of Guido. "I will miss him greatly."</p>
<p>Guido is survived by his wife, Kari Arvanigian Guido and two sons, Michael, 19, and Anthony, 14. Funeral arrangements are pending.</p>

Autoblog reader Ahmed M. was on hand and armed with a camera phone. He sent us these pics of the R8, R10 Le Mans racer and 1938 Auto Union Type D Silver Arrow, the latter of which was one of the world's first mid-engined racecars.
