In discussing how <a href="http://www.autoblog.com/kia/">Kia</a> planned to <a href="http://www.autoblog.com/2013/04/11/kia-using-quality-and-technology-to-increase-sales-and-brand-pre/">use a focus on quality</a> to raise its brand perception and take the fight to <a href="http://www.autoblog.com/bmw/">BMW</a> and <a href="http://www.autoblog.com/audi/">Audi</a> instead of <a href="http://www.autoblog.com/toyota/">Toyota</a>, a recent <a href="http://europe.autonews.com/apps/pbcs.dll/article?AID=/20130405/ANE/304059999/kia-eyes-bmw-audi-aims-to-add-technology#axzz2PiXOAYl2">article in <em>Automotive News Europe</em></a> said one of the primary constraints was production capacity; Kia simply doesn't have the ability to make enough cars to meet its aims with the plants it has.<br />

The CEO of <a href="http://www.autoblog.com/hyundai/">Hyundai</a>-Kia is said to be reluctant to build more plants because of that focus on quality and the fact that its <a href="http://www.autonews.com/apps/pbcs.dll/article?AID=/20130415/OEM01/304159944/hyundai-puts-growth-on-hold#axzz2RPMqdDoS">suppliers are stretched to the limit</a>. The effects of that position are being felt right now with <a href="http://www.autoblog.com/2013/04/16/hyundai-kia-ratchet-up-fleet-sales-as-retail-transactions-slide/">both makers losing market share</a>, as in the case of Hyundai not being able to make enough of its <a href="http://www.autoblog.com/tag/veloster+turbo/">Veloster Turbo</a> for the US market.<br />

A South Korean newspaper apparently reported last week that Kia was planning to build a second factory in Georgia with capacity for up to 150,000 units annually, and that the company would break ground as soon as this month on "KMMG2." Kia has responded to the news by saying, "The report is all groundless." James Cyrus Gilbert III applied to Georgia Department of Driver Services for three vanity plates for his car: 4GAYLIB, GAYPWR and GAYGUY. All three were rejected, so now Gilbert is suing the department on the grounds that his free speech is being unfairly denied. The denial itself isn't the sole issue, what is also being challenged is the arbitrariness of how the state decides what plates will be approved or not.<br />
<br />
Georgia law forbids "profanity, language the community considers obscene or language that ridicules a person, group, or religious belief or being, race or ethnicity" on vanity plates. The question Gilbert's attorneys want answered is why HATERS, BLKBUTI and JESUS4U were cleared, but Gilbert's choices are on a list of more than 10,000 banned plates.<br />
<br />
Even the state has admitted that its application of the law is inconsistent and that "viewpoint neutrality... is impossible," and outside legal observers have said that it looks like it will be hard for the state to win the case. Gilbert's lawyers want his plate choices approved and the law defining what is acceptable to be declared unconstitutional.<br />

When I was a teenager, people thought I was crazy because I started slowly <a href="http://en.wikipedia.org/wiki/Stretching_(body_piercing)">gauging</a> my ears (full disclosure: I didn't get very far). But that doesn't even compare to the absurdity that you'll find in this video.<br />
<br />
Lasha Pataraya, a Georgian strongman, has reportedly set a new world record for pulling a truck with his ear. The truck weighed more than eight tons, and Pataraya managed to drag it a full 70 feet with a rope tied around his ear while a crowd cheered him on. Being a super-strong dude is one thing, but deciding to do something like this is just... well, we'll leave that for you to decide.<br />

Bruce Weiner's Microcar Museum in Madison, Georgia is said to be the largest collection of little cars in the world, and they're all rolling over the <a href="http://autoblog.com/tag/rm">RM Auctions</a> block February 15-16, 2013. Weiner spent 15 years assembling the 200-strong bounty, and beyond the size of the collection RM Auctions says many of ladybug-sized vehicles are of exceptional rarity or in the best condition or the most unusual, and are headed to auction for the first time.<br />
<br />
The <a href="http://www.autoblog.com/bmw">BMW</a> Isetta is practically a base commoner compared to the rare nobility in the collection, like the 1957 Messerschmitt - yes, <em>that</em> Messerschmitt - KR201 and Messerschmitt Tiger, the Goggomobil Transporter, Voisin Biscooters and the world's single Mivalino. Nevertheless, there are some special Isetta's in the fold, including a German police version, a pickup and an Isetta turned into a Hot Wheels build called the "Whattadrag" with a 502-cubic-inch <a href="http://www.autoblog.com/chevrolet">Chevrolet</a> engine boasting 730 horsepower.<br />

Alongside the hundreds of cars will go hundreds of collectibles from the 1940s to 1960s, like neon signs, kiddie rides, scale models, vending machines and candy dispensers. Hyundai</a>'s U.S. dealers are finding popularity to be bittersweet. While sales are at record highs, <a href="http://www.autoblog.com/2012/07/16/hyundai-scrambling-to-keep-u-s-market-share-but-lacks-inventory/">supplies are tight</a>. Labor strikes at the company's South Korean plants have cut as many as 10,000 U.S.-bound vehicles.<br />
<br />
Though union workers <a href="http://www.autoblog.com/2012/08/31/hyundai-comes-to-terms-with-korean-union/">reached an agreement</a> with Hyundai last week, the new contract cuts the two 10-hour work shifts to an eight-hour day shift and a nine-hour night shift. That's about a 15 percent reduction in production hours beginning in March. Union officials say productivity will improve and that no loss of output is expected.<br />
<br />
Hyundai's largest South Korean plant currently builds 300 cars an hour, totaling 1.5 million cars a year. <em>Automotive News</em> estimates that a 15-percent reduction at that plant alone would be a loss of 234,000 units a year.<br />
<br />
To make sure U.S. demand is fully met, Hyundai's Alabama plant has added a third shift that is expected to churn out an extra 20,000 Sonata and Elantra models by the year's end.<br />
<br />
"Hyundai has been running flat out," <em>Automotive News</em> quotes Chris Richter, an auto analyst at CLSA Asia-Pacific in Tokyo. "They don't have spare capacity lying around. It's going to put pressure on them to start adding capacity somewhere. Our constitutional rights are often a double-edged sword. While we're happy to live under the protection of a government that encourages our rights to assemble and free speech, it can be somewhat more difficult to accept groups who hold starkly different views from our own. Legislators in <a href="http://www.autoblog.com/tag/georgia/">Georgia</a> are learning that first hand. The state is currently debating whether or not to accept an application from the Ku Klux Klan to adopt a section of highway near the <a href="http://www.autoblog.com/tag/north+carolina/">North Carolina</a> state line. Other groups have already begun petitioning the state to deny the application.<br />
<br />
But if Georgia turns down the KKK, it may face a lengthy and expensive legal battle it will likely ultimately lose. The group says it just wants to clean up the road, but a state congressman has said the move is more about rebuilding the KKK's brand image. Something tells us that will take more than picking up litter on the side of the road.<br />
<br />
Even so, the KKK has said it will pursue legal action if denied, and that it will seek out the help of the <a href="http://www.autoblog.com/tag/aclu/">American Civil Liberties Union</a> to do so. Korean automaker <a href="http://www.autoblog.com/kia/">Kia</a> has officially begun production of the <a href="http://www.autoblog.com/kia/optima/">2012 Optima</a>. The midsize sedan is now being churned out at Kia Motors Manufacturing Georgia, which is located in West Point. Build alongside the <a href="http://www.autoblog.com/kia/sorento/">Sorento</a>, the 2012 Optima is the second Kia vehicle built at the company's Southern plant. Previously, the Optima was built only in South Korea.<br />
<br />
As is generally required for this sort of thing, Kia is adding more workers to the KMMG facility as production expands. More than 3,000 new employees will be joining the thousands already working for Kia. <a href="http://autoblog.com/make/hyundai">Hyundai</a> Motors' forward momentum has certainly captured a lot of headlines, and in lieu of all the positive praise and sales improvements, the Korean automaker is raising its 2011 United States sales goal by 18.2 percent. This means that, between both of the Hyundai and <a href="http://autoblog.com/make/kia">Kia</a> brands combined, the Korean automotive group hopes to sell 1.06 million vehicles in the U.S. this year.<br />
<br />
The company's chairman, Chung Mong-koo (pictured), delivered this statement during a visit to the company's manufacturing facilities in Alabama and Georgia. To make up that 1.06-million-sales goal, Hyundai is targeting sales of 624,000 units, while Kia is anticipating 433,000 sales. Combined, the automakers sold 894,496 vehicles in 2010.<br />
<br />
Mong-koo's visit to the U.S. also created speculation that the automaker may be looking to add another manufacturing facility here in the States. Currently, Hyundai/Kia has a plant in Alabama that manufacturers the <a href="http://autoblog.com/hyundai/sonata">Sonata</a> and <a href="http://autoblog.com/hyundai/elantra">Elantra</a> sedans, as well as a facility in Georgia that produces the <a href="http://autoblog.com/kia/sorento">Sorento</a> and <a href="http://autoblog.com/tag/santa+fe">Santa Fe</a> crossovers. Officially confirming what we've <a href="http://www.autoblog.com/2010/08/23/friends-with-benefits-hyundai-shifts-santa-fe-production-to-kia/">all but known for some time now</a>, <a href="http://www.autoblog.com/make/kia/">Kia</a> announced this morning that its West Point, Georgia plant will add a second vehicle to its production line, the <a href="http://www.autoblog.com/tag/santa+fe">2011 Hyundai Santa Fe</a>. The move will also be paired with the addition of a second shift beginning October 1, although limited production of the Santa Fe is earmarked to ramp-up on September 27.<br />
<br />
The move hasn't been driven by a need to consolidate as much as it is Hyundai-Kia's need to find capacity to keep up with demand. The <a href="http://www.autoblog.com/kia/sorento">Sorento</a> crossover, which is also produced at the plant, is currently Kia's hottest-selling model, and <a href="http://www.autoblog.com/make/hyundai/">Hyundai</a> needs additional room to build more <a href="http://www.autoblog.com/hyundai/sonata">Sonata</a> sedans at its Alabama facility, so it makes good sense to dual the two, especially as they share a sizable amount of components. <br />
<br />
Kia Motors Manufacturing Georgia, which opened just last November, has an annual capacity of some 300,000 units, so there's room to grow.<br />
<br />

For decades, any effort in Georgia to require universal seatbelt use couldn't get passed - such matters would just get stuck in the throat of the House by extra-regulation-resistant rural lawmakers. The consistent rejection kept pickup truck driving adults from being legally required to buckle up, an exemption that drove safety advocates up the wall. <br />
<br />
According to <em>The Washington Post</em>, however, statistics about needless deaths, avoidable accidents and potential medical cost savings seem to have finally connected with enough House members to send the bill through, with the measure passing by a tally of 132-29. <br />
<br />
For what it's worth, not wearing a belt when you're using your pickup truck on a construction site or farming doesn't seem like a contentious issue. Speeds are low and drivers may be in and out of the truck rather regularly, but those situations are not on public roads at normal speeds. Despite what some view as as unneeded regulation, it seems that members of the Georgia House now consider a law requiring adults to buckle up when in pickup trucks (the same as in cars) as a vote for common sense that will keep more money in state coffers. <br />
<br />
Now it's just the Granite State as the lone state that doesn't mandate seatbelt use. Live free and/or die?<br />

The answer is "no." And so now we may have at least one good reason to consider moving to Georgia... that's if the Senate follows the shining example of the House (the 129-29 vote was passed after just seven minutes of debate) in passing Bill 1047. Says Rep. Mark Butler, (R-Carrollton), who introduced the Bill:<br />

<div><em>I don't think I'm alone in saying this, but there are so many times when you're alone on a four-lane road, and people will get over in the left-hand lane, which by law is supposed to be used for passing, and will just sit there and use it as their own personal drive-out lane, and they may be going 50 miles per hour. </blockquote>No Mark, you most certainly are not alone, and it is indeed one of the most frustrating elements of our nation's roadways. Though it's technically already a law that slowpokes must move out of the far-left lane, it's rarely enforced. This Bill would seek to change all of that with a way to accurately record how many such tickets are handed out each year.<br />

<br />Ford's assembly plant in Hapeville, Georgia <a href="http://www.autoblog.com/2006/10/19/so-long-friend-ford-producing-the-last-taurus-next-week/">stopped producing the last generation Ford Taurus</a> and Mercury Sable back in late 2006. At that time, Ford had long since ceased selling the Taurus to the general public, as the last remaining units went directly into fleet service. <br /><br />Autoblog reader Drachen sent us these images recently of the Hapeville plant that produced the original Taurus, or rather, what's left of it. The site was purchased by Jacoby Development in June 2008 and demolition of its buildings began last August. On February 12 they tore down the final standing structure, which happened to be the main assembly building. Commuters on nearby I-75 had driven past the building countless times and seen the large blue oval and "Atlanta Assembly - World Acclaimed Home of Ford Taurus &amp; Mercury Sable" on its side.<br /><br />Times have changed. The <a href="http://www.autoblog.com/2007/02/07/fords-mark-fields-announces-bold-move-bring-back-taurus-and-sabl/">Taurus name was resurrected</a> a couple of years ago to replace the Five Hundred moniker on Ford's large sedan, which has been <a href="http://www.autoblog.com/2009/01/11/detroit-2009-ford-taurus-turns-up-in-new-duds/">significantly redesigned for the 2010 model year</a>. While the two pics don't reveal much, the front end bears more than a striking resemblance to the <a href="http://www.autoblog.com/2007/04/05/seoul-motor-show-kia-reveals-knd-4-suv/">Kia KND-4 concept</a> from the 2007 Seoul Motor Show. Unlike the current <a href="http://www.autoblog.com/2006/04/16/new-york-auto-show-kia-shows-fortified-sorento-for-2007/">Kia Sorento</a>, currently built on a body-on-frame platform, the next Sorento will share a unibody platform with the <a href="http://www.autoblog.com/2005/11/22/2007-hyundai-santa-fe-launches-in-korea/">Hyundai Santa Fe</a>. Engine choices are only speculative, but we're betting the Sorento will receive either 3.3-liter or 3.8-liter V6 powerplant options. The next-gen Sorento is scheduled to start production in <a href="http://www.autoblog.com/2008/05/27/kia-looking-to-assemble-vehicles-in-georgia/">Kia's new plant</a> in West Point, Georgia, in 2009.</p>

In our oft-litigious society, suing as a means to evade responsibility is a popular option. In 2001, 19-year-old Victor Harris engaged Coweta County deputy sheriff Timothy Scott in a dangerous chase on rain-slicked roads. To end the chase, deputy Scott rammed Harris's car, which then crashed down an embankment. Mr. Harris was left a quadriplegic from the injuries sustained in the wreck, and subsequently sued on the contention that the sheriff used unreasonable deadly force. <br /><br />The case made its way to the Supreme Court, which ruled 8-1 against Harris's claim. Lower courts had ruled in favor of Harris, but the Supreme Court overturned that opinion. The reasoning for the decision was that while police chases are dangerous, doing away with them ensures perpetrators a means of escape by merely driving erratically at high speed. Either way, there'll still be someone running from police, endangering other innocent bystanders. While the outcome of Mr. Harris's chase is tragic, it doesn't change the fact that instead of stopping and accepting a citation for travelling 73 mph in a 55 zone, he chose to run. It's terrible that someone so young will have to live out the rest of his days with paralysis, but that could have been prevented by a more thorough examination of the consequences at the time he attempted to evade the law. Augusta police have one Stephen Scott Lowe in custody following a pursuit through the Augusta Mall in Georgia. Apparently Lowe drove his SUV through some locked doors at one end of the mall, and in his best Blues Brothers impression had police pursuing him as he drove along the second floor. After breaking through another set of doors leading into the food court area, he was boxed in by officers and had a brief altercation with them before being subdued with pepper spray and a well-placed baton. The 47-year old suspect was arrested and charged with criminal damage to property in the first degree, felony obstruction of a law enforcement officer and driving under the influence. Under the influence of <em>what </em>remains to be seen. No word yet on why he hated the mall so much or what the voices in his head had told him to buy at that late hour. The student body of 18 will have their choice of driving the Coupe, GranSport andQuattroporte. The cost is $1,800 for a one-day session while the two-day course costs $3,400. The latter includesdinner and a stay at the Chateau Elan Inn and Resort. The new facility willmean up to 2,500 jobs for the area.</p>
<p>But as with virtually every big contract landed like this, there's a story behind the fight to be the winninglocale. ABC News tracked down the story behind the political dance between the automaker and local and stateofficials.</p>
<p>In the end, local and state government handed Kia about $400 million in incentives- around $160,000 for eachjob that the plant is expected to bring to Georgia. </p>
<p>As job creation is likely to be among the key issues in this year's gubernatorial election, sitting GovernorSonny Perdue is drawing accusations of politically-motivated corporate welfare.</p>
