Ken Albright had a gutted-out 1986 VW Scirocco GTX in his garage a few months ago. After $8,000 and 100 hours of labor, he now has an electric car. He figures it costs about 3 cents per mile to drive. He hopes the reduced operating costs will pay for the conversion in four years.
