Since there are so many new biofuel producers operating around the world, the final products vary greatly in quality. The European Federation for Transport and the Environment has done its own study of cars sold by European manufacturers in 2005 and found that the average emission rate of 160 grams of CO2 per kilometer was down only one percent since 2004, Dieselnet reports. This could be a problem, since the European Automobile Manufacturers Association did promise in 1998 to reduce average emissions of 140 grams of CO2 per kilometer for new cars by 2008.
