California governor Arnold Schwarzenegger, <a href="http://www.autoblog.com/make/tesla/">Tesla</a> CEO <a href="http://www.autoblog.com/tag/ElonMusk/">Elon Musk</a> and <a href="http://www.autoblog.com/make/toyota/">Toyota</a> CEO <a href="http://www.autoblog.com/tag/AkioToyoda/">Akio Toyoda</a> held a joint press in Palo Alto, California to announce that the two companies would be collaborating on electric vehicle development and production, with Tesla will taking over the recently closed <a href="http://www.autoblog.com/tag/NUMMI/">NUMMI</a> factory in Fremont, CA to produce the <a href="http://www.autoblog.com/tag/model+s">Model S</a> sedan.<br />

Toyota will invest $50 million for a private placement of Tesla common stock and the state of California will provide a sales tax abatement to Tesla for capital equipment expenditures to tool up the plant. Musk estimated that the abatement will amount to about $20 million over the next several years. <br />
<br />
According to Musk, production of the Model S will bring about 1,000 employees back to the NUMMI plant to produce about 20,000 cars a year at first, and as the facility expands - possibly to include the production of more models - it could employ up to 10,000 workers. Musk revealed that some employees have already been rehired, but was non-committal on the subject of union representation. NUMMI was the only Toyota plant in North America that was unionized.<br />

An additional benefit to Tesla from this deal is that it will be able to take advantage of the Toyota production system and possibly some of Toyota's suppliers. That's sure to help Tesla avoid many of the logistical problems that hampered early Roadster production and costs.<br />
<br />
Production of the Model S is still planned to start in 2012 and Musk said more advanced prototypes would be revealed later this year. No decisions have been made yet about additional vehicles to be produced at the plant which previously had a capacity of more than 300,000 vehicles a year. <br />
<br />
The deal for the NUMMI plant leaves Downey, CA jilted at the altar with the city's mayor "<a href="http://thedowneypatriot.com/bookmark/7563219-Downey-Tesla-Motors-went-for-the-cash">feeling stabbed in the back by Tesla</a>." The Toyota deal apparently came together very quickly and Musk acknowledged that he would still like to work with Downey, perhaps for a future Space-X facility. <strong><em><br /></em></strong>The bad news just keeps on coming for General Motors and Flint, Michigan. It was reported late last night that construction contracts for the new <a href="http://www.autobloggreen.com/2008/09/25/gm-officially-announces-flint-mi-production-for-volt-cruze-engin/">$370 million engine plant</a> that was going up in Flint have been canceled. GM actually stopped work on the project in early December. The plant was to produce the new <a href="http://www.autobloggreen.com/2008/09/26/tech-analysis-of-gms-new-1-4l-four-cylinder-engine/">1.4-liter four cylinder engine</a> for the <a href="http://www.autoblog.com/2008/10/03/paris-2008-chevrolet-cruze-meets-an-eager-europe/">2011 Chevy Cruze</a> and <a href="http://www.autoblog.com/2008/09/16/officially-official-gm-reveals-the-2011-chevy-volt/">Volt</a>. GM spokeswoman Sharon Basel told AutoblogGreen that the intention all along had been for engines for the early production runs of the Cruze and Volt to be supplied from a European facility that already builds variants of GM's so-called "Family 0" powertrains. The Flint plant would not have been ready for start of production of Cruze next spring. <br /><br />With the continuing financial crisis and weak sales, GM's European factory has enough capacity to supply Cruze and Volt for a time so that the automaker can conserve capital. The timing of construction was reaching a point where GM would have had to commit to spending millions of additional dollars that it doesn't have right now. Therefore, the company has opted to cancel the contracts and put the plant on hold until the situation improves. In the meantime, both vehicle programs are still on schedule and otherwise unaffected by these moves.<strong><br /><br /></strong>

<br />We haven't yet gotten any official word from Harley-Davidson regarding the imminent U.S. launch of its XR1200, a thoroughly modern take on the old XR750 made famous on various dirt tracks across the United States. Oddly, despite this profound racing heritage in America, HD at first decided to send the revived XR to European dealerships only while suggesting that the U.S. may also get the bike at some point if demand proved strong. It seems that enough Americans were interested for the company to investigate its home market further, as rumors now indicate that an initial run of 750 XRs are being set aside for U.S. consumption. If you want one of these first XRs, you'll need to have your order in by December 15.<br /><br />We have not been able to confirm this launch with the powers-that-be at HD, but at least <a href="http://hdwestminster.reachlocal.net/">one dealership in Westminster California</a> is taking deposits for orange XR1200s with a price of $11,179 and a due date before the end of the year. Black and silver models will apparently be made available early next year. We made a quick call to Westminster Harley-Davidson and got confirmation that an email was sent just yesterday informing dealers of the news. Still, until we see an official announcement from Harley, which certainly wouldn't be entirely <a href="http://www.autoblog.com/2008/06/21/harley-buys-u-s-rights-to-xr1200-name-rumormill-turns/">unexpected</a>, this one's not quite officially official.
