General Motors announced today that it will spend $230 million on four facilities in the Flint, Michigan area that will support the production of the new Chevy Cruze compact and the Volt extended-range EV. The biggest chunk of the money ($202 million) is being spent on the Flint South Engine plant. The line that currently builds the inline five- and six-cylinder engines used in the Chevrolet Colorado and Hummer H3 is being revamped. That line will now build the 1.4-liter Family 0 engines that will be used in the Cruze and Volt. Originally, GM had planned to construct a new factory adjacent to Flint South, but that plan was canceled last fall as the financial crisis hit the already embattled automaker. <br />
<br />
The Flint Metal Center a few miles away is getting updates that will allow it to stamp the sheet steel body panels for the Volt. The other two facilities are designing and building the stamping dies and welding robots that will be used to produce the panels and put them together at the Detroit-Hamtramck (Volt) and Lordstown,Ohio (Cruze) factories. The truck plant on the south side of the city currently builds heavy duty versions of the GMT900 trucks (Chevrolet Silverado and GMC Sierra) including all of the crew cab versions. GM has decided to spend $21 million on new tooling for the plant that will allow it to add production of light duty crew cabs as well. <br /> <br /> With truck sales seeing some recovery this year with sustained lower fuel prices and the Oshawa truck plant closing, GM decided some extra light-duty crew cab capacity was warranted. Last September, GM proclaimed that it would <a href="http://www.autoblog.com/2008/09/25/gm-announces-370-million-investment-in-flint-mi-to-build-1-4l-e/">invest $370 million in a new Flint, Michigan plant</a> to build 1.4-liter four-cylinder engines after the city announced an <a href="http://www.autoblog.com/2008/08/28/city-of-flint-gives-gm-tax-breaks-for-cruze-and-volt-factory/">extensive suite of tax breaks</a> said to be worth $56 million. Then, in mid-December, word came that GM was <a href="http://www.autoblog.com/2008/12/17/gm-delays-volt-engine-plant/">delaying building the plant</a>, although it pledged to bring the Volt to market on-time, instead sourcing initial engines from overseas. Then came word late last month that GM had <a href="http://www.autoblog.com/2009/01/28/breaking-gm-cancels-contracts-for-cruze-volt-engine-plant/">cancelled the plant contracts</a>, leaving the company's powertrain plans in limbo. Now, GM is saying that it will indeed build the engines in Flint, it's just going to do so using existing facilities.<br /><br />According to a new press release, GM is citing "current capital expenditure constraints and available floor space in existing facilities" as the reason for not pursuing a new facility. All is not lost, however, as <span style="font-style: italic;">GM</span> still plans to invest around $250M to update the company's Flint South plant. Facility revitalization work will commence this spring, with production of the new engines slated to begin in December 2010. <br />General Motors has said that it won't allow ongoing financial hardships to put a damper on the Chevy Volt development program, but a recent announcement that its plant in Flint, Michigan may be delayed could have cause for some worry. The Flint plant is where the 1.4L four-cylinder engine that will be used as a range-extender in the Volt is scheduled to be built. This plant is also expected to assemble powerplants for the upcoming <a href="http://www.autoblog.com/tag/chevrolet+cruze/">Chevy Cruze</a> that will replace the aging Cobalt when it <a href="http://www.autoblog.com/2008/08/21/gm-announces-350-million-for-lordstown-plant-to-bulid-chevy-cru/">goes into production</a> at GM's Lordstown, OH plant in April 2010 as a 2011 model. <br /><br />Because the Volt and Cruze are still so far away, this plant's delay isn't likely to have any effect on either car's proposed production dates. Regardless, expect to hear plenty of doom and gloom-style news over the next few days regarding the future of The General's new fuel-saving hotness on account of this plant's delay. On the taketh away side, GM has recently lost a serious chunk of change. On the giveth side, The General received <a href="http://www.freep.com/apps/pbcs.dll/article?AID=/20080828/BUSINESS01/808280341/1014/BUSINESS01">a $56 milion package of tax credits and grants</a> to keep an SUV factory open in Ohio. It has also just received another package of tax credits from the city of Flint, Michigan to aid its investment in a factory that will build engines for the new Volt and Chevy Cruze. Approved over some constituent disapproval by the Flint City Council, getting GM to build the factory there will keep 300 jobs in the city. <p>No, not <em>that</em> one ... think&nbsp;<u>Che</u>vette, General Motors' thrifty little import fighterknown for being long on mileage yet somewhat&nbsp;short on charisma. Pre-production examples of the General Motorshatchback started rolling off the line at GM's Flint, Mich. plant back in May 1975. And for those thinking that theonly things the Chevette and Corvette share are a suffix and a bowtie badge, take note: The former was actuallyassembled at the same plant that originally birthed the latter more than 20 years earlier. Want more? Both wereavailable as two-door,&nbsp;two-seaters (one for the sport of it, the other for cost-savingreasons).</p>
<p>Interestingly, the Sloan Museum in Flint has retained Chevette No. 00001, which has accrued a grandtotal of 14.4 miles on its odometer -- and the historic hatch is&nbsp;available for viewing.</p>
