Sadly, Kia has only made the Soul EV available in California, making it an option only for those living on the Far West Coast. Pity, because we found that there's a lot to like in the Kia Soul EV, including its EPA equivalent fuel mileage ratings of 120 miles per gallon in the city and 92 on the highway.

The Fiat 500e is more fun to drive than many other electric cars, with quick reflexes and a sporty overall demeanor.
