The cover over the rear wheel is to reduce aerodynamic drag at high speeds (think Bonneville Salt Flat specials, etc). The front wheel builds very little drag, as well as needing ventilation for the stoppers on the front, which are crucial.

Yeah, not sure why they put the rear covers over the wheels, unless the rears were of a different type and they wnted to try to make it look a little more uniform. Beautiful car though!
