If you have an electric vehicle startup and want some government funds, perhaps you should consider relocating to France. The French Industry Secretary of State, Luc Châtel, has announced subsidies and cheap loans for companies developing EVs and EV-related equipment totaling €250 million. Any company, from large manufacturers to specialized startups, can apply for these funds. The announcement also includes other related developments such as plug-in vehicles, as long as they can be defined as "very-low CO2 producing cars." The definition isn't as vague as it sounds, as the cars need to emit under 60 g/km. All projects eligible for these subsidies should be developed in less than three years and the maximum amount given by the state won't be more than half of the total project's cost.
