And if you worked in the industry you would see the millions upon millions of dollars wasted to homologate cars to the array of standards. It's bad enough that all the world markets have different standards but when you throw in The People's Republic of Commiefornia requirements then even MORE requirements are mandated.
I personally don't believe states should be allowed to make up their own individual emissions standards. It's a huge drain on resources and there should be only 1 federal standard. It's already that way with safety, emissions should follow suit.
