This means either one of two things; As everyone else has stated the bond filmmakers really didn't have much of a budget to work with to hire stunt drivers.
OR The whole film is going to be one giant chase scene and since they're filming 2 and a half hours of live chase scenes there are bound to be a few mishaps. I'm hoping for the latter.
