Pininfarina also considers styling requirements, manufacturing feasibility and cost, NVH, and other things besides outright aerodynamics.
A hand-made CF front bumper cover that will always be hand-fitted and installed, (not by a robot machine in a factory) and likely will cost far more than the OEM part, may very well be more aerodynamically designed for down-force.
The lower chin spoiler only needs to resemble a wing with negative angle of attack, and the downforce effect increases.
Just because it is ferrari doesn't mean that there can't be improvement. (Ferrari sometimes improves on itself, also...) or that a trade-off that Ferrari/Pininfarina made can't be adjusted more toward a different compromise balance.
