The real concern with the emergency response teams is the "golden hour" - the amount of time it takes to get the victim into actual treatment. Most rescue equipment already uses carbide tipped blades or jaws.
The issue is where did the automaker put those side impact bags (the last two cars I rented had them in the A-pillar, one of the first places they'll whack at), high voltage wires or added metal to reinforce the passenger compartment.
Time lost trying to figure out where this stuff is hidden means a lower chance for survival for the victim.
