I can't imagine fog happens too often in that part of the world. However blowing sand probably is very similar, so you think they would have the smarts to slow down when visibility is low.

I lived in that part of the world and fog is actually a very common occurrence this time of year. In fact there have been a few times when crashes such as this have happened on that same highway. It is just that drivers are not given enough training (or tested on) their knowledge of driving in adverse conditions.
