Perhaps they are operating like computer CPU manufacturers do (Intel, AMD). Maybe they are all the same engines but due to manufacturing inconsistencies they rate them at different power levels. This way they don't have to eat the cost of a slightly less efficient engine. That's my guess, although I'm sure it is wrong.
