Back or front seat, I think it is plain common sense to wear a seat belt. End of story, or it should be anyway. Unfortunately, people don't buckle up in the back, even in the front seats. Just last month, someone I just met died when he flew out through the windshield during a roll, and his car ended up on top of him. The passenger inside was physically okay because she was wearing a seatbelt.
