Maybe because Segways are overhyped BS and they cause pollution when charging them (the electricity comes from somewhere you know?)
Stick with the cheap proven bicycle used by billions the world over.
Thousand of communities already have alternative transportation programs using bicycles. The Segway does not offer any significant advantage over the bicycle besides hype.
