The National Transportation Safety Board is urging states to adopt legislation that will make it illegal for teenage drivers with a learner's permit or intermediate license to use a cell phone. So far, 11 states have adopted at least a partial ban on teen cell phone usage, so the 39 who haven't as of yet are the primary target for the federal agency.

First thought: don't know about you, but we've seen plenty of people over the age of 16 who drive badly while on a cell phone. Second thought: any legislation like this is good — teens are overrepresented in car crashes, especially fatal ones, and vehicle accidents are the highest cause of death among people in individuals ages 15-20.
