USAA, one of the nation's largest auto insurers plans to actually lower insurance rates for their clients by an average of 7 percent. While insurance rates nationally are expected to rise 3.5 percent in 2004, USAA says they need to stay competitive. There is one problem for the every-day Joe, USAA only provides insurance and financial services to military personnel and their families.
